Technical Program Manager

Program & Project Management
Cloud / Cybersecurity / Infrastructure / Technical Delivery

About the Role

EdgeByte is seeking a Technical Program Manager to lead the planning, coordination, execution, and delivery of complex technology programs across cloud, cybersecurity, networking, infrastructure, identity, application modernization, and related enterprise environments.

This role will serve as the primary bridge between customer stakeholders, program leadership, engineering teams, vendors, and business operations. The Technical Program Manager will translate contractual, business, and technical requirements into executable workstreams while managing schedules, dependencies, risks, resources, deliverables, and customer expectations.

The ideal candidate combines strong program-management discipline with enough technical depth to understand solution architectures, challenge assumptions, identify dependencies, communicate effectively with engineers, and ensure projects progress from requirements and design through implementation, testing, transition, and operational handoff.

Reponsibilities:

  • Lead planning, execution, and delivery of complex technical programs across cloud, cybersecurity, networking, infrastructure, identity, applications, and related technology domains.
  • Develop and maintain integrated project schedules, milestones, workstreams, dependencies, deliverables, and resource plans.
  • Coordinate Azure cloud engineers, architects, cybersecurity teams, ICAM engineers, network engineers, infrastructure teams, developers, vendors, and customer stakeholders.
  • Translate contractual, business, technical, and security requirements into actionable engineering tasks and delivery plans.
  • Lead technical kickoff meetings, status reviews, design reviews, implementation planning sessions, and customer briefings.
  • Track program risks, issues, assumptions, dependencies, decisions, and corrective actions through resolution.
  • Manage technical deliverables including architecture packages, implementation plans, test plans, migration plans, runbooks, documentation, and operational handoff materials.
  • Monitor project scope, schedule, budget, staffing, performance, and delivery status and communicate impacts to leadership and customers.
  • Coordinate cloud migrations, application onboarding, infrastructure modernization, cybersecurity initiatives, network deployments, and identity modernization efforts.
  • Work with technical leads to identify implementation dependencies, resource constraints, architectural risks, and sequencing requirements.
  • Maintain requirements traceability and ensure technical solutions align with customer objectives, security requirements, and contractual scope.
  • Support change-control activities and evaluate impacts to scope, schedule, cost, resources, and technical delivery.
  • Coordinate testing, validation, deployment, cutover, transition, and production-readiness activities.
  • Develop executive-level and technical status reports, dashboards, briefings, meeting materials, and program documentation.
  • Facilitate communication between technical and non-technical stakeholders and translate complex engineering topics into clear program-level information.
  • Support vendor, subcontractor, OEM, and partner coordination where third-party products or services are required.
  • Assist with estimating, staffing, resource forecasting, statements of work, technical proposals, and delivery planning when required.
  • Promote consistent engineering processes, documentation standards, accountability, and continuous improvement across program teams.
  • Required Qualifications:

  • Project Management Professional (PMP)
  • 8+ years of enterprise IT, technology delivery, project management, program management, engineering, or related professional experience.
  • 5+ years of experience managing technical projects or programs involving cloud, infrastructure, cybersecurity, networking, applications, or enterprise technology.
  • Demonstrated experience leading cross-functional technical teams and coordinating engineers, architects, security professionals, vendors, and customer stakeholders.
  • Strong understanding of project and program management principles including scope, schedule, cost, risk, resources, dependencies, quality, and change management.
  • Experience developing integrated project schedules, work breakdown structures, milestones, delivery plans, RAID logs, status reports, and executive briefings.
  • Ability to understand cloud, networking, cybersecurity, identity, infrastructure, and application architecture concepts sufficiently to manage complex technical delivery.
  • Experience translating business, contractual, security, and technical requirements into executable project plans and engineering workstreams.
  • Experience managing technical dependencies, implementation sequencing, testing, deployment, migration, cutover, and operational transition activities.
  • Strong experience facilitating technical meetings, customer reviews, design discussions, status meetings, and executive-level briefings.
  • Experience managing risks, issues, scope changes, schedule impacts, resource constraints, and corrective-action plans.
  • Ability to communicate effectively with engineers, architects, executives, program leadership, customers, subcontractors, and vendors.
  • Strong documentation, organization, leadership, problem-solving, and stakeholder-management skills.
  • Experience using project and collaboration platforms such as Microsoft Project, Azure DevOps, Jira, Confluence, ServiceNow, Smartsheet, or comparable tools.
  • U.S. work authorization and ability to satisfy customer-specific access requirements.
  • Preferred Qualifications:

  • CompTIA Security+, PMI-ACP, Certified ScrumMaster, SAFe, ITIL, or comparable technical or delivery certification.
  • Experience managing Microsoft Azure, AWS, hybrid-cloud, cybersecurity, Zero Trust, networking, ICAM, infrastructure modernization, or application-migration programs.
  • Experience supporting cloud landing zones, workload onboarding, application modernization, data-center migration, cybersecurity transformation, or enterprise infrastructure programs.
  • Experience managing programs involving NIST 800-53, RMF, FedRAMP, CMMC, Zero Trust, ATO, or other regulated security and compliance requirements.
  • Experience supporting Agile, Scrum, Kanban, Waterfall, or hybrid delivery methodologies.
  • Experience managing federal, defense, state and local government, regulated commercial, or other complex enterprise technology programs.
  • Experience working with statements of work, contract deliverables, labor categories, deliverable schedules, change requests, subcontractors, and customer acceptance processes.
  • Experience with technical resource planning, staffing forecasts, utilization tracking, budget management, and project financial performance.
  • Experience coordinating OEMs, cloud service providers, subcontractors, resellers, and technology partners.
  • Experience with Azure DevOps, Jira, Confluence, ServiceNow, Microsoft Project, Power BI, Smartsheet, or comparable project-management and reporting platforms.
  • Experience supporting proposal development, technical solutioning, estimates, schedules, basis-of-estimate development, or pre-award program planning.
  • Ability to manage multiple concurrent technical workstreams and programs with competing priorities and dependencies.
